The website said,

Todd's desire to represent District 2 was initially sparked by the realization that many neighborhoods within District 2 could benefit from more robust representation. Atlanta City Council, and District 2 in particular, needs hard-working individuals who represent the interests of every resident.  As your next city councilperson Todd will work hard every day for safer streets, a greener city, stronger neighborhoods, and more accountability and transparency in government.

Hall has been on the city council since 2005.
